Project Plans - Organizational Culture

Objective 1: Organizational Culture
To cultivate an organizational culture in which policies, programs, practices, and personnel support student learning as the major priority.

1. Outcome: Monitor and assess the organizational climate and culture to support the college becoming more learning centered and to provide data over time and comparable data among Vanguard Colleges.

Activities: 
1a. Administer the "Learning College Inventory" to a representative sample of college staff. 
Timeline: Nov. 2000 
Facilitator: Craig Taylor (Mary Spilde) 

ACTION: Completed November 2000. This particular instrument was not found to be a good cultural “fit” at Lane and so has not been used further.

1b. Develop methods to help identify cultural resources and impediments to making the college more learning centered and to monitor progress in this direction. 
Timeline: Beginning November 2000
Facilitator: Objective #1 Team 

ACTIONS: Strategic conversations at Classified staff in-service in November 2000, 2001 and 2002.

1c. Bring the results of the above assessments into college discussions, including the Strategic Plan and the Vanguard Colleges plan. 
Timeline: Beginning Nov. 2001 
Facilitator: Objective #1 Team

ACTIONS: Strategic Plan, including Vision, Mission, Values and Strategic Directions currently being updated with a focus on learning.

Executive Team developed the theme of “Placing students and their learning at the heart of what we do” as the theme to guide their work. This theme guides the decisions of the Executive Team.

Managers have been engaged in a Leading and Learning by Design process to integrate learning college principles into the way they do their work.

An effort to engage in “Formation” work based on the writings of Parker Palmer has begun.

The Lane Administrative Systems Renewal project (LASR) is guided by learning college principles

Preparation for full-scale accreditation evaluation is designed in a learning framework.

Building on the work of previous leadership, the new faculty union president has discussed the role of student learning at the center of the college as a strategic principle

2. Outcome: Engage the Vanguard Colleges Team and other appropriate units of staff and students and the full college community in discussion of what it means to be learning centered for the purpose of raising the level of discussion, creating a common language and framework for bring learning to the center of the college culture.

Activities: 
2a. The Vanguard College Team will identify key questions and issues and become a clearinghouse for resources for engaging these questions and issues. 
Timeline: Initial identification of issues and white paper by Jan. 2001 
Facilitator: Ongoing Objective #1 Team 

ACTIONS: Vanguard Learning Team engaged in discussion of the meaning of “learning centered.” 

2b.  The Vanguard College Team and its members individually will encourage widespread discussion and engagement with these issues and questions and the use of the Vanguard College website and other tools. 
Timeline: Ongoing 
Facilitator: VC Team and members in their college positions 

ACTIONS: White paper has not been developed but discussion has occurred in Strategic Learning Initiative and in-service activities. Still to be accomplished is the production of the white paper and a more systematic plan to engage the college in discussion.

Student focus groups have been conducted each spring for the last three years and the information used to improve processes.

2c. The Board of Education shall receive full reports from the Vanguard College Team and shall participate in the discussions, especially in the ongoing discussion of the college's strategic plan.

ACTIONS: Initial report provided by Vanguard Team board member. Full report prepared by the Vanguard Learning College team presented in 2001. You can view the full report here

3. Outcome: The college will review and revise college policies to reflect priorities placed on student learning, and review and revise the language in all appropriate documents to reflect the central emphasis on student learning.

Activities:
3a. The Vanguard Colleges Team will facilitate the creation of a plan for reviewing policies and statements, and this review will include identifying existing responsible standing committees and appropriate processes for revisions. 
Timeline: Beginning Nov. 2000; Completed May 2001 
Facilitator: Objective #1 Team 

3b. Appropriate college units will plan and carry out reviews of academic policies and college documents which could be revised to better align the college in making student learning the center of college activity. 
Timeline: Beginning Jan. 2001; Completed by May 2003 
Facilitator: Appropriate college units (Objective #1 Team) 

3c. The Vanguard College Team will monitor this review and help facilitate engagement of the college in the review and decisions processes as needed. (This process will go along with 2C.) 
Timeline: Beginning May 2001 until completion in May 2003 
Facilitator: Objective #1 Team 

ACTIONS: While the College Online Policies and Procedures are reviewed each year, there has not been a systematic plan to review within the context of enhancing learning

4. Outcome: The college will support existing structures, and facilitate the creation of additional structures as needed, to ensure involvement of all key stakeholders in creating and maintaining the college as student learning centered.

Activities:
4a. With college support, the Strategic Learning Initiative (SLI) will serve as the vehicle of systemic change to bring to the learning environment (1) current understanding of learning and student motivation, (2) technology, (3) appropriate formats for current and potential new students; and as the vehicle to create a college supported practice of learning scholarship among the faculty. 
Timeline: Ongoing 
Facilitator: SLI Leadership Team (SLI Leadership Team Co-Chairs on Vanguard Team) 

ACTIONS: The college continues to support the Strategic Learning Initiative although necessary funding has yet to be identified for 2002-03.

Production and presentation of a summary of the Strategic Learning Initiative outlining its achievements to the board of education.

4b.  The college will support the Work Relations Council and related agreements aimed at creating optimum, effective participation of staff in accomplishing the mission of the college. 
Timeline: Ongoing 
Facilitator: Labor Management Committees (LMC members on Vanguard Team) 

ACTIONS: New members have been appointed to the Work Relations Council and work is ongoing.

4c. Work group charters, as desired, will be implemented to establish a shared commitment to improved work relations. 
Timeline: Ongoing 
Facilitator: Labor Management Committees (LMC members on Vanguard Team) 

ACTIONS: Science Division has completed a charter and is awaiting certification by the union and administration.

4d. The administration, Board, and stakeholder leaders shall facilitate discussion and make decisions about restructuring of the college in the short-term. 
Timeline: Implemented by June 30, 2001 
Facilitator: Mary Spilde 

ACTIONS: A restructuring plan was developed and approved. Implementation of the plan is underway. Among other things, the restructuring plan is leading to consolidation and improvement of services for under-prepared students in accordance with that aspect of our Learning College plan.

4e. The Vanguard Colleges Team shall facilitate the creation of a support staff-led partnership with the administration to address systemic changes in the role of paraprofessionals to support student learning. 
Timeline: Beginning Fall 2001 and decision by May 2001 
Facilitator: Vanguard Team

ACTIONS: In-service activities have focused on learning. Classified Council, Classified Professional Development Team and the Lane Employees’ Federation have developed a plan to facilitate classified staff involvement in governance of the college.
