TACT discussed the CRITERIA section of the management plan.  The section is starting to firm up and now looks like this:

Technology that impacts students

This criterion gives priority to uses that directly benefit students over uses that indirectly benefit students.  It favors uses that benefit a greater number of students over uses that benefit a lesser number.  It favors technology that students can touch and use over technology that is removed from them.

This criterion is not meant as an absolute test, but as an aid in setting priorities.  So, technology that indirectly benefits students is not excluded, but its priority would be lower than technology with a direct benefit.

Examples: This criterion gives priority to a computer lab open to all students over a computer lab used only by a limited number of students.  This criterion give priority to a site license for software installed on all workstations on campus over special software installed in only one lab.

Alignment with the college plans

This criterion gives priority to uses that are in alignment with other college technology initiatives and plans.

Examples of other technology initiatives include the LASR Project, SLI initiatives and the new electronic classroom (what’s it called?).  Examples of other college plans include the Technology Vision and Guiding Principles and the Technology 5-year Technology Strategy and the One Year Technology Plan (all available on the TACT website (http://2011sitearchive.lanecc.edu/tact/index.htm).

Consideration for the uses of existing fees

Prior to adoption of the general, mandatory technology fee many student uses of technology were supported by course related fees.  These course fees were consolidated into the technology fee and removed from courses.

This criterion gives priority to the existing uses of student fees to support technology.  It is expected that these uses will be given highest priority in the first few years of the technology fee.  This criterion will only be used in the first two years of management and then will be removed from the plan.

Examples: A complete list of fees consolidated into the general technology fee is included in Appendix A.

Consideration of other resources available to the requesting unit

Many units have multiple sources of funding available.  Some units get capital outlay funds, others have revenue from lab fees attached to their courses, some departments charge their majors a special fee intended, at least partially, to support technology.

This criterion gives priority to uses without other revenue sources over uses potentially supported in other ways.  This is an attempt to bring some parity for technology funding across the institution.

TACT realized that it was going to take some time to develop a full management plan and that there was a need to get information about the fee and how it will be managed out to the campus.  Most departments are doing their planning for next year now.  TACT decided to write a brief interim plan and get it out as soon as possible and then return to writing the full plan.  The AVP for IT volunteered to write a draft and circulate it for comment.  All comments received by Monday, April 22 at 5pm will be included in a second draft that will be distributed prior to the April 25 meeting.
