William D. Carter new state director for Oregon Small Business
Development Center Network EUGENE
William
D. Carter was appointed to the position of State Director for the Oregon
Small Business Development Center Network effective August 1. Carter succeeds
founding State Director, Sandy Cutler, who is retiring after 20 years.
Prior to assuming this position, Carter was an Assistant Professor and
Department Chair of the Information Technology Program at Oregon Institute
of Technology. He has also been an adjunct instructor for Oregon State
University's School of Business and Chemeketa Community College.
Carter is an experienced small business executive who founded and ran Northwest Computer Learning Center for 20 years. Northwest Computer Learning Center was headquartered in Salem and had training centers in Portland, Eugene and Newport. It conducted training in dozens of cities throughout Oregon and Washington. He was also a grant writer for the Mid-Willamette Valley Manpower Consortium and prior to moving to Oregon in 1976 he was a land use and transportation planner for the Montana Department of Transportation.

Carter obtained his Ph.D. in Training and Organizational Development from Oregon State University and his Bachelors Degree in Public Administration, Political Science, and Urban and Regional Studies at Mankato State University, Minnesota.
Sandy Cutler says, "Bill manages to artfully combine the exquisite skills of being an excellent listener, a thoughtful strategic thinker and planner and he is an "action" person. He will provide excellent leadership for the Oregon SBDC Network."
Sandy Cutler has served as State Director of the Oregon Small Business Development Center Network, since he founded it in 1984. Sandy received his Ph.D. in Higher Education from the University of Oregon. He has written extensively in the area of small business development. He plans to continue as a consultant on Small Business in the United States and internationally focusing on teaching, executive coaching and strategic planning facilitation for private businesses and public organizations, using a unique six-step process he developed in 1995. In addition to consulting, his plans are to remain active in a variety of organizations, along with his personal pursuits of flying, white water kayaking and tennis.
The Oregon SBDC Network is based in Eugene and was established by the Oregon Legislature in 1983. The Oregon SBDC Network provides management assistance counseling to Oregon small businesses through centers at Oregon community colleges and universities.
