Circulation Policy
Eligibility for Library Services
- All of the Library's materials and databases are available to anyone for in-library use.
- Lane staff, members of the Lane Community College Board of Education, and residents of the Lane Community College District who purchase a Community Borrower card, may check materials out from the Lane library, place interlibrary loan requests, and access online databases from remote sites.
- In addition to the above privileges, Lane students and faculty may check out materials from libraries with which Lane has a reciprocal borrowing agreement.
- Summit Borrowing is available to Lane's currently enrolled credit students and current or retired faculty and staff members. Summit is the online library catalog for the Orbis Cascade
Alliance, a library consortium composed of over 30 public and private colleges, community colleges, and universities in the Pacific Northwest.
- Northwest Christian College.
- Students at colleges with which Lane has a reciprocal borrowing agreement may borrow materials from the Lane Library.
Materials for In-Library Use Only (Non-Circulating)
Reference books, newspapers, microforms, college catalogs, and maps are for in-library use only. Most periodicals and course reserves, and some videos, are also restricted to in-library use. Microform reader/printers and copy machines are available; compliance with current copyright law is the responsibility of the user.

Loan Policies - General
- Students and community borrowers will be required to show photo identification when checking materials out.
- All borrowers must agree to abide by the Library's policies, including the acceptance of responsibility for overdue and replacement charges, and collection account fees if incurred.
- Holds may be placed on most items. Exceptions are telecourse videotapes and reserves.
- Most items may be renewed if there are no holds placed. See Loan policies - specific material types for more information.
- Patrons may renew their own items from the Library's website at http://library.lanecc.edu/patroninfo.
- Faculty may put materials on reserve. Loan periods may vary with instructor's request. The instructor may impose item limits. Any materials to be placed on reserve must conform to current copyright law and the College's copyright policies.
- Faculty may request a recall of items that are checked out, if they are needed for instructional purposes.

Loan Policies - Specific Material Types
Books - circulating collection
- 4 week loan
- No limit to number which may be on loan at a time.
- 3 renewals are allowed if there are no holds.
Periodicals
- No renewals.
- 5 magazines per borrower may be on loan at any time.
Audiocassettes
General videos
- Videos not placed on reserve by instructors may be checked out for 7 days.
- No renewals.
- 5 videos per borrower may be on loan at any time.
Telecourse videos
- All telecourses offered in a term are available for viewing in the library. Most of the courses offered also have copies available for seven-day check out.
- Two telecourse videos per course may be borrowed at a time.
- Telecourses not aired on TV are checked out in bundles, for the term, to students registered for the class.
- No renewals.
Teleconference videotapes
- 7 day check out for staff only.

Laptops, AC power adapters, and bags
- 2 hour loan - in-library use only.

Overdue Library Materials - General Policies
- The Library may send courtesy reminder(s) of overdue materials. It remains the responsibility of the borrower, however, to return materials promptly.
- Items not returned promptly will be subject to overdue fines and replacement charges, and a non-refundable billing fee. These delinquent accounts will be turned over to College Finance, and the borrower will be responsible for any interest that accrues to unpaid accounts.
- Patrons with items that have been billed will not be allowed to borrow materials until these items are returned or paid for.
- If billed items are returned within 12 months of the due date, replacement charges will be credited to the borrower's account; however, if the billed items are reserve material they must be returned within 2 months of the due date to receive a credit for the replacement charges. See overdue and replacement charges for specific charges.

Overdue and Replacement Charges for Specific Material Types
Books
- Items not returned by due date will accrue fines at the rate of $1 per day.
- Items not returned by the 21st day after the due date will be billed for replacement costs.
- Replacement charge - minimum of $65 per item.
- Non-refundable billing fee - $10.
Periodicals
- Items not returned by the due date will accrue fines at the rate of $1 per day.
- Items not returned by the 14th day after the due date will be billed for replacement costs.
- Replacement charge - $25 per item.
- Non-refundable billing fee - $10.
Audiocassettes
- Items not returned by the due date will accrue fines at the rate of $1 per day.
- Items not returned by the 14th day after the due date will be billed for replacement costs.
- Replacement charge - $15 per item.
- Non-refundable billing fee - $10.
General videos
- Items not returned by the due date will accrue fines at the rate of $1 per day.

1 and 2-hr. reserve items
- Items not returned by the time due will accrue fines at the rate of $1/hr.
- Items not returned within 48 hours of the time due will be billed for replacement costs.
- Replacement charge - $70 minimum for books, $20 for all other items.
- Non-refundable billing fee - $30.
1 day, 2 day, and 1 week reserve items.
- Items not returned by the due date will accrue fines at the rate of $2 per day.
- Items not returned by the 21st day after the due date will be billed for replacement costs.
- Replacement charge - $70 for books, $20 for all other items.
- Non-refundable billing fee - $30.
Summit materials
- Items not returned by due date will accrue fines at the rate of $0.50 per day for the first 10 days and $1.00 per day for the next 15 days.
- Items not returned by the 35th day after the due date will be billed for replacement costs.
- Replacement charge - $90 per item.
- Non-refundable billing fee - $20.
Telecourse videos
- Videos not returned by the due date will accrue fines at the rate of $5 per day.
- Items not returned by the 7th day after the due date will be billed for replacement costs.
- Replacement charge - $25 per tape.
- Non-refundable billing fee - $35.
Teleconference videotapes
- Items not returned by the 21st day after the due date will be billed for replacement costs.
- Replacement charge - $20 per item.
Headphones and audiocassette players
- Items not returned by the due date will accrue fines at the rate of $1 per day.
- Items not returned by the 14th day after the due date will be billed for replacement costs.
- Replacement charge - $50 per item.
- Non-refundable billing fee - $10.
Laptops
- Laptops not returned by the time due will accrue fines at the rate of $10/hr.
- Items not returned within 36 hours of the time due will be billed for replacement costs.
- Replacement charge - $1500.
- Non-refundable billing fee - $100.
- Damage charge - $75 up to replacement charge.
AC power adapters for laptops
- Power Adapters not returned by the time due will accrue fines at the rate of $10/hr.
- Items not returned within 36 hours of the time due will be billed for replacement costs.
- Replacement charge - $80.
- Non-refundable billing fee - $30.
Netbooks
- Netbooks not returned by the time due will accrue fines at the rate of $10/hr.
- Items not returned within 36 hours of the time due will be billed for replacement costs.
- Replacement charge - $400.
- Non-refundable billing fee - $100.
- Damage charge - $75 up to replacement charge.

- 1 week check out
- Items not returned by due date will accrue fines at the rate of $1 per day.

Appeal of Library Charges
You may appeal if you believe the library charges are mistakenly assessed or extenuating circumstances warrant reduction or cancellation of the charges. Appeals should be made within 30 calendar days of the original Library Charge.
A notice of overdue items is sent as a courtesy reminder. Non-receipt of an overdue notice does not exempt you from fines or charges. It is your responsibility to assure that a current mailing address is in your library record (you may also include an email address). You may appeal by completing an Appeal of Library Charges form available at the Circulation desk. You will be told about the outcome by mail.
The Circulation Services Coordinator’s decision may be appealed to the Library Director within two weeks of receipt of the initial decision. The Library Director will make a decision in writing within two weeks of receipt of the appeal.
Reasons generally not regarded as valid for canceling or reducing charges:
- Lack of knowledge of library policy
- Disagreement with library fine or fee structure
- Inability to pay fees and charges
- Material loaned to a third party
- Non-receipt or late receipt of library reminder notice
- Returning items to libraries other than the Lane Community College Library
- Being out of town
- Forgetting the due date
- Term breaks, leaves, vacations, exams, car problems, etc.

Video Viewing
- The Library maintains a viewing area with monitors and headsets. Library staff will operate the video players. In the event that all machines are in use, a waiting list will be implemented. At that time, individuals needing to view more than one tape will be asked to give up their station to the next person on the list and to rejoin the queue.
- Children unaccompanied by an adult are not allowed to view videotapes or use other media items in the Library. Feature films may only be viewed in conjunction with class work. Only videos owned by LCC or produced by LCC students may be played on Library equipment.
