Child Care Enhancement Program (CCEP)
In 2003, the State Legislature enacted the Oregon Child Care Contribution Tax Credit. By making a contribution taxpayers receive an Oregon state tax credit of 75 cents for each dollar contributed.
A total of $500,000 in tax credits are available each calendar year for five years, beginning with tax year 2004.
Family Connections of Lane and Douglas Counties was awarded this grant as a pilot program. We decided to call it Child Care Enhancement Program or better known as CCEP.
The grant is research based (data collection) with three groups and continuing the CARES program.
- The participating - 12 randomly selected sites (this was through an application process in July 2005). Receives enhanced wage stipends based on Oregon Registry steps. Receives Program enhancement. Receives parent subsidy-families pay 10% of their gross income-based on eligibility. Receives CCEP coordinator support and consultation throughout the month and a monthly site visit. Member of the Network Association Meeting conducted each month with the 12 sites. Has 2 on-site observations, interviews and surveys a year.
- The Control - 12 randomly selected sites (this was through an application process in July 2005). Acts as a comparison to the participating group. Receives $1,000.00 for participating in 2 on-site observations, interviews and surveys a year.
- No-Treatment group- selected sites, no intervention and no funds.
- CARES- the wage enhancement program based on the Oregon Registry step 4 or higher. This is individually based on current child care professional working in Lane County with young children. This program is full with a waiting list.
