College Smoking Policy History

2001 Smoking Policy Implementation Plan

Purpose:
The Smoking Policy Task Force (SPTF) was formed to review areas preliminarily designated as smoking areas and recommend a plan for designating, equipping and monitoring outdoor smoking areas for Lane facilities according to the policy approved in December 2001.

Scope:
The charge to this task force will include recommendations about college parking lots and points of pedestrian entry to college facilities including walkways from parking lots.  At locations owned by other entities or surrounded by public walkways (e.g., Community Learning Centers, Downtown Center, etc.), the college will follow regulations established by the governing entities.

Recommendations:
The Smoking Policy Task Force recommends the following outline to be implemented in phases, taking into consideration the feedback made by the college community and physical evaluations of proposed smoke-free and designated smoking areas.  The designated smoking areas will primarily be situated in the interior and outside perimeter of the 30th Avenue campus, away from entrance points.

Once an area has been identified, laminated signs will be made by the SPTF.  After an area has been confirmed by the SPTF as a permanent site, the Facility Management Team will purchase and install permanent signs; purchase and install furnishings such as benches and picnic tables; purchase and install shelters.  The SPTF has identified 15 locations on the 30th Avenue campus for shelters and approved five to immediately begin the permit process. Attached is an Excel spreadsheet highlighting the cost breakdown.

The SPTF recommends the monitoring of designated smoking areas be made by all members of the college community with gentleness, respect, and humor.  The SPTF understands that we are a community of people to be treated respectfully and compassionately when giving and receiving direction on the smoking policy.  People who smoke should be encouraged to be compliant of the smoking policy in a kind manner.  It would be helpful to outline scripts of what to say in a helpful way, as a link on the smoking policy web site.  Activity reports are to be submitted to the smokingpolicytaskforce@lanecc.edu for follow-up and guidance.  When this group disbands, follow-up work should be made by the Facilities Management Team in partnership with Public Safety.

It is vital for the college community to communicate their needs and requests to the SPTF on a regular basis.  Changes and additions to designated smoking areas from the college community will be reviewed and evaluated by the SPTF at their monthly meeting.  An investigation may take place on sensitive issues.  Discussions with stakeholders will be initiated and completed before a recommendation is made to the vice president for College Operations for action.  Feedback from the college community will be indicators of the effectiveness of designated smoking areas. 

Implementation Plan:

STEP 1

1) Remove smoking urns from building entrances and within 20 ft. of building entrances.

a. Center Building
b. Administration Building 3
c. Deck area on second level of Building 3, between Building 3 and 2.
d. Additional buildings to be identified
2) Keep installation/construction costs of sheltered smoking plazas to a minimum.
a. Science Building 16 – south entrance at two parking islands (to be covered); replace existing temporary shelter near northeast entrance a few feet further north and west at the tall cement vents (to be covered); 
b. Small plaza at ground level, between Building 3, Center, Building 4, before you go up steps to Bristow Square (to be covered).
c. Second level Center Building plaza on the north side (to be covered).
d. Other locations to be determined.
3) Identify and retain existing low-traffic covered areas for smoking.
a. WTC Building 19 – ground floor, northeast corner;
b. Center Building – ground level, underneath stairs to second level; and mezzanine level;
c. P.E. – southeast corner (not yet verified);
d. Other locations to be determined.
4) Identify and retain existing uncovered smoking areas currently near high traffic areas.
a. Building 3 – northwest corner (not yet confirmed)
b. Center Building – northeast side second level plaza
c. Students First! Building 1 – lower terrace level
d. Other locations to be determined.
5) Remove smoking urns from high traffic, restricted corridors.
a. Upper Art Building 11 – north, east and south corridors
b. Other locations to be determined. 

STEP 2

1) Generate signs for “smoke-free” areas and “designated smoking” areas.  Name the smoking areas according to size.

a. Smoking Plaza (for areas that are large enough to hold a crowd – such as the second level, northeast side of the Center Building.
b. Smoking Lounge (for areas that have benches and hold a small group – such as the mezzanine landing level overlooking Moskus Courtyard).
c. Smoking Post (for areas where ash urns are located and no seating is available and should accommodate no more than three people – such as the ground level, north side of Building 19, underneath the walkway).
d. Smoking Corner (for areas located on the corner of buildings or vegetation area, with a picnic table or seating – such as the ground level corner across from the President’s Office, near the ramp). 
2) Update the campus map at the entrance of the 30th Avenue Campus, highlighting designated smoking areas.

3) Update the campus map to reflect designated smoking areas, to be posted on Lane’s web site.

4) Generate flyers that show the map of the campus and designated smoking areas.  Indicate on the flyer the e-mail address smokingpolicytaskforce@lanecc.edu to submit input.

5) Regularly check e-mail to the smokingpolicytaskforce@lanecc.edu

6) Publicize and update the plans for implementation in the Daily and the Torch.

7) Update the college web site to highlight maps, scripts, and new information about the smoking policy. Flyers have been created to post regarding the smoking policy on campus. You can use either to post or hand out.

STEP 3

The Smoking Policy Task Force (SPTF) understands that this group is addressing the above steps and then will disband.  However, there needs to be a system in place for the campus community to address smoking policy issues.  The SPTF requests direction from the sponsor on Step 3.

1) Establish a process to address complaints about smoking on campus.

2) Establish a process for the college community to enforce the smoking policy.
