2010 Report - Conceptual Vision

The Lane Community College Conceptual Vision Document (CVD) envision a vibrant community where restaurants and cafes, cycling, pedestrian paths and walking trails, retails shops, an array of housing types and local arts mesh with the educational setting at Lane Community College, creating a learn, live, work, and play community.

The CVD is an exploration of Lane Community College’s existing portfolio of land with the goal of generating revenue for the college. In October 2010 Lane Community College’s Board of Education unanimously adopted two components of the CVD:

• A guiding vision, goals and objectives; and
• A singular map called an Area Development Plan

The vision, goals and objectives are the product of three workshops that collected ideas, opinions and desires of the LCC staff, faculty and students that participated with a community members and local professionals; were incorporated with LCC’s existing environmental and building standards; and further developed over a six month period in an iterative process. The Area Development Plan is a map showing the entire 314-acre LCC property separated into five smaller districts that allow for a more focused look at the area. *The plan options found within the CVD are for study purposes only. They are not implementable plans.

The conceptual vision document is the result of a two-year process commissioned by Lane Community College’s Board of Education in Fall 2008. The study was launched in Fall 2009 and used a participatory process under the consultants of University of Oregon Architecture Professor Mark Gilliam and The Urban Design Lab Research Assistant Barry Gordon in partnership with a team from Lane Community College. LCC staff, faculty and students, community members and local professionals participated in a series of design workshops, meetings, open houses, and an electronic survey that collected user experience, desire and opinion, and professional expertise to create several framework plan options for the 314-acre site.

Next Steps

With the completed conceptual vision document in hand, LCC’s Board of Education has commissioned a second effort to develop a Planning and Design Framework that could direct LCC’s vision for future growth.

Guided by LCC’s Master Planning Task Force and in conjunction with LCC’s Bond Management Team and Facilities Council, and in partnership with University of Oregon’s Urban Design Lab, collectively we will facilitate numerous internal and public meetings and interviews, and planning and design workshops. With the assistance of the Urban Design Lab student interns, a comprehensive planning document will culminate in the development of a report defining the approach, issues, goals and objectives, site opportunities and constraints, and detailed area/district development plans. It is estimated that this scope of work will be completed by the end of the 2010-2011 academic year.

LCC believes that with a planning vision for the future development of the Russell Creek Basin it will be best positioned to survive and thrive in to the future.
