Technology Vision

Lane Community College is committed to the appropriate integration of technology into its services to students, staff, and community within the framework of the college’s mission, vision, and guiding principles.

All components of technology planning will be measured against their impact on learner success.

Technology Guiding Principles

The technology guiding principles are the foundation for the technology 5-year strategy and annual plans. In an effort to be inclusive and not bound by organizational structure, the TACT has adopted the term "unit" to mean the ELT, division, branch, department, team, committee, group, or project.

The use of technology should:

  • enhance human potential,
  • support expanding access to educational and information services,
  • be grounded in an awareness of social, organizational, legal, and ethical issues; and
  • should not compromise the privacy or other rights of individuals.

Technology planning should:

  • be a component of all college planning;
  • include appropriate processes for ongoing evaluation and assessment;
  • be guided by knowledge of current state-of-the-art and consideration of future trends;
  • foster unit coordination and sharing of resources among units;
  • include processes that maximize participation of students and staff at all levels; and
  • at the unit level, be done in the context of college-wide planning.

Decisions about resources for technology should:

  • be made within the framework of the 5-year strategy and the annual plans;
  • reflect the understanding that technology is a long-term investment rather than a one-time cost;
  • address the full cost of technology, including equipment, software, maintenance, replacement, training, and staffing; and
  • make a portion of technology resources available to encourage creativity and experimentation.
DRAFT Technology Five-Year Strategy

Goal 1: To provide an environment that supports the use of technology to enhance teaching and learning.

Objectives:

1.1 Provide the infrastructure to support and sustain teaching and learning with technology.

Action Items

    1. Provide network-ready equipment in all classrooms, including computer, projection, equipment and whiteboards.
    2. Provide power and network connections for student computers in classrooms, study areas, and learning resource centers.
    3. Provide laptops for teachers as needed.
    4. Provide student workstations in classrooms as needed.
    5. Develop strategies to expand student access to technology including purchase programs.
    6. Move toward state-of-the-art connectivity.
1.2 Enable faculty to update course content in response to changes in technology.

Action Items

a) Provide staff development support for identifying changes in technology.

    1. Maintain funding for instructional technology initiatives.
    2. Provide training and support for faculty to update current courses.
1.3 Encourage Lane staff to be broadly literate in the use of information technology.

Action Items

    1. Screen new hires for technological literacy.
    2. Provide on-going staff training.
    3. Prepare current faculty to teach in an online environment (technologically).
    4. Train faculty in distance education methodology (pedagogically).
1.4 Require students to be broadly literate in the use of information technology.

Action Items

    1. Assess computer literacy for all students.
    2. Provide computer literacy courses that support student development at all levels.
    3. Enforce computer literacy standards.
1.5 Increase opportunities for distance learning.

Action Items

    1. Increase opportunities for faculty to teach and students to learn through distance education.
    2. Provide for equitable workload adjustments.
    3. Incorporate courses from other institutions for distance delivery.
    4. Provide more online degrees.
1.6 Promote adherence to the College’s Computer Use Guidelines by all students and staff.

Action Items

    1. Review and update Guidelines as necessary.
    2. Provide the most current Guidelines to all staff and students.
1.7 Provide information to students and staff regarding computer-related issues in the larger society on such issues as privacy and the impact of technology on employment and the workplace.

Action Items

    1. Design computer literacy requirements to encompass social, organizational, and ethical issues.
    2. Encourage course development that includes social, organizational, and ethical issues regarding technology.
    3. Encourage professional development activities for staff that encourage discussion of social, organizational, and ethical issues regarding technology.
1.8 Provide information to students and staff so that they understand that the design and implementation of computer systems are determined by human decisions, not by abstract external forces.

Action Items

    1. Develop the skills in all staff and students to be aware of design implications and considerations in the development of technology systems, both within and outside the college.

Goal 2: Use technology to increase effectiveness and efficiency for both staff and students.

Objectives:

2.1 Enhance Electronic communications.

Action Items

    1. Provide staff and students online access to the most current software tools.
    2. Encourage staff and students in the appropriate use of communication technology including voice-mail, e-mail, and other systems.
    3. Maintain and support network connections in offices, learning centers, and classrooms that will support video conferencing, audio, and multimedia.
    4. Use licensed software that can be downloaded from the network.
    5. Increase opportunities for telecommuting, teleconferencing, and remote network access.
2.2 Increase information access and reduce the need for person to person referrals.

Action Items

    1. Expand self-service for students and staff both on campus and off campus.
    2. Provide training that enables students and staff to access and understand information.
    3. Expand information content available through the Web site, the college-wide intranet, and other systems.
    4. Develop processes that support electronic business including personnel, financial, purchasing, and others, focusing on processes that are currently paper-based or that require routing, e.g. for signatures.
2.3 Improve software and hardware access, reliability, and compatibility for students and staff.

Action Items

    1. Increase training and support for staff and students on the use of hardware and software and proper systems management.
    2. Increase support for technology systems and equipment including backup systems.
    3. Improve and encourage coordination of resources.
2.4 Enable support functions to keep current with developments in technology and the needs of the college.

Action Items

    1. Maintain appropriate levels of standardization of software and hardware for operational and administrative functions.
    2. Strengthen departmentally-based technology support staff.
    3. Centralize licensing agreements for supported software tools.
    4. Involve student workers in support activities.
2.5 Increase efficiency of curriculum processes to enable faster inclusion of technology in curriculum.

Action Items

    1. Encourage the Oregon Department of Education to streamline the process of state curriculum approval through the use of technology.
    2. Use technology to enhance and expedite the college’s curriculum design and development process.
    3. Ensure that the process of integrating technology into instruction is led by faculty.
2.6 Increase partnerships to maximize our effectiveness and efficiency in technology.

Action Items

    1. Develop more equitable methods for allocating funds, FTE, and resources for joint cross-departmental course offerings.
    2. Develop more equitable methods for allocating funds and resources for joint, cross-departmental college support services.

Goal 3: Initiate college processes to address funding, bargaining, and external issues as they relate to technology.

Objectives:

3.1 Develop a funding formula that takes support, maintenance, and replacement into consideration.

Action Items

    1. Evaluate total cost of technology acquisition.
    2. Develop plan for maintenance.
    3. Develop strategy for replacement.
    4. Ensure that the implementation and use of technology is recognized as an issue for collective bargaining, as it impacts the working conditions of managers, classified staff, and faculty.
3.2 Create structure for addressing human resources and bargaining issues related to the implementation of new technologies.

Action Items

    1. Look at faculty workload issues that are impacted by new technologies and new delivery systems.
    2. Conduct regular job reviews to evaluate the impact of new technologies on staff job responsibilities.
    3. Ensure training programs provide support for all staff to learn new technologies.
3.3 Monitor and evaluate the impact of external forces on technology issues at LCC.

Action Items

    1. Develop a strategy for evaluating the cost saving of outsourcing in administrative and instructional areas.
    2. Explore potential partnerships.
    3. Assess the impact of federal and state requirements that may impact technology decisions at LCC.

    4. Provide feedback to federal and state agencies on technology related issues.
