Students First! Implementation Planning Process

This chapter describes the process used by the Students First! Implementation Planning Team to evaluate the recommendations developed by the Students First! Redesign Team and produce a plan for implementation of the recommendations.
Why Plan Implementation?
During the redesign stage, the Students First! Redesign Team used a
systematic research and analysis process to develop their recommendations. The recommendations provided a conceptual blueprint for a new services to students organization and revised services, and suggested action plans for implementation.
Implementation, the next stage in the redesign process, requires the same attention and focus as the redesign stage. Before moving forward with implementing the recommendations, it is necessary to refine the recommendations and action plans, identify and evaluate the factors or issues that may impede the implementation process, and assess the resources that are required and available. Timelines for implementation are based on the factors mentioned above and include milestones for each recommendation.
Implementation Planning Process
The Students First! Implementation Planning Team engaged in a methodical process to develop the implementation plan included in this report. The process served to provide a framework for the team to become familiar with the recommendations, a mechanism for establishing priorities for implementation of the recommendations, and an opportunity for the continued participation of affected service providers. The team's work proceeded in the following five stages:
- change proposal overview - the team thoroughly studied each recommendation in order to:
- identify key issues for consideration
- evaluate the current situation and proposed solutions within the context of the five dimensions of redesign (people and organization, cross-functional workflow, technology, physical infrastructure, policies and procedures)
- revise the action plans, as necessary
- prioritization analysis - the team rated each recommendation on impact, complexity, interdependency, and resource requirement factors, and compared those factors to establish a priority sequence for implementation
- resource analysis - the team conducted interviews with services to students providers and others who will be impacted by the recommendations to: review the key issues, current situation, proposed solution, and revised action plans; identify resources needed to implement the recommendations; and receive assistance with implementation planning
- develop and prepare implementation plan - the team developed a plan for implementation of each recommendation
- present implementation plan - the team developed this report to communicate the implementation plan to the Lane community.

In addition to implementation planning, the Students First! Implementation Planning Team was involved with other activities including:
- planning and delivery of a day long in-service program that was fully dedicated to the Students First! redesign effort. The program included skits, presentations, and discussion groups that were intended to familiarize all services to students employees with the recommendations, address employee group concerns, and illustrate the new way of working and conducting business at Lane
- establishing a series of conversations with managers and directors of services to students units to discuss particular issues of concern
- meeting with the Students First! Redesign Team members not serving on the Students First! Implementation Planning Team to discuss any revisions to the original recommendations
- maintaining contact with Student Services Bond Facilities Planning Group representatives to ensure bond and redesign efforts are coordinated.
