Project Team Charter: RFP Phase 

  • Problem Statement: The college needs to purchase an integrated information system to support business functions and provide services to students and staff. 
  • Sponsor: The Lane Administrative Systems Renewal Steering Committee (LASR SC) will sponsor the project team (LASR PT). The Associate Vice-President for Information Technology will serve as liaison between the LASR PT and LASR SC. 
  • Members: 
    • Project Manager (appointed by LASR SC) 
    • Enrollment Services representative 
    • Student Financial Services representative 
    • Finance representative 
    • Human Resources representative o Counseling representative 
    • Technical representative 
    • Faculty Council representative 
    • Institutional Research representative 
    • LASR SC liaison 
    • Purchasing representative 
    • Non-credit representative 
    • Instructional Support Staff Association (ISSA) representative 
  • Purpose: The LASR PT is formed to conduct the selection and purchase of an integrated information system for the college. The team will write a project definition and a requirements document for the purchase of software modules, necessary hardware components and appropriate vendor services. The requirements document will be sent to Datatel and SCT for responses. The PT will make a recommendation on selected vendor, contract terms and negotiated price to the Steering Committee. 
  • Outcomes: Acquisition of the software and hardware will conclude RFP Phase work. As part of its work the PT will produce: 
    • A Project Definition Document 
    • A Request for Proposals 
    • A recommendation to the LASR SC on the preferred software and hardware 
    • A recommended Phase II (implementation) budget based on the negotiated purchase prices and associated college expenses 
  • Scope: 
    • The intent of the project is to select software from either Datatel (Colleague) or SCT (Banner). 
    • The intent of the project is to acquire integrated software modules that support the core administrative functions: student, finance, human resources, financial aid and related web-based interfaces. 
    • The project also includes purchase of vendor support services necessary to insure a successful implementation. 
    • The project includes purchasing vendor recommended hardware. 
    • The Project Team makes recommendations to the Steering Committee. 
  • Principles: 
    • The Associate Vice President for Information Technology will facilitate the Project Team until a Project Manager is appointed. 
    • Team members are responsible for communicating with the groups they represent and other campus groups as appropriate. 
    • The team must efficiently discharge its duties. This is a critical project on an aggressive time schedule. 
  • Budget/clerical support: 
    • The LASR SC will provide funds from the project budget as requested by the Project Team. 
    • The team expects to require funding for some travel to visit installed sites. 
    • The largest potential expense in RFP Phase will come if we decide to hire a consultant to assist with the negotiation process. Cost is unknown at this point. 
    • Clerical support will be provided by the Information Technology Department. 
  • Monitoring: 
    • The Project Team will report monthly to the Steering Committee. 
  • Timeline: RFP Phase is being conducted on an aggressive timeline in order to allow as many months as possible for the first module implementation. The timeline below is suggested by the Steering Committee. The Project Team may modify it as necessary with approval from the Steering Committee. 
    • Project Definition approved by Steering Committee - February 8 
    • RFP to vendors - March 9 
    • Replies from vendors - March 30 
    • Evaluation/negotiation - April 
    • Board Approval - May 9 
    • Hardware and software installed - July 1
