HUMAN RESOURCES ANALYST #1050
General Characteristics:
A Human Resources Analyst provides responsible Human Resources and information to College department managers, employees, prospective employees and students; works with external services and regulatory agencies such as BOLI, EEOC, IRS, PERS. Positions in this class apply professional skills in one or more of the following functional areas: job classification, compensation, payroll and benefits administration; recruitment; selection and placement; equal opportunity and affirmative action; and personnel transactions and records management. Some positions in this class may work within a formal work team organizational structure. Positions in this class use a high degree of accuracy, independent judgment and discretionary decision making with respect to the functional areas listed above, policy interpretation and team work planning, and are able to identify confidential and other sensitive matters and to protect access to information particularly with respect to complex, confidential and sensitive policy and work culture issues. Positions in this class also have project/program management responsibilities for the functional areas listed above which are carried out with a high degree of autonomy and accountability for program results. Positions functioning within a work team structure require each position to work in an interdependent manner in planning and coordinating work of a team, while actual tasks may be performed by individual team members in a fashion requiring a high degree of independent judgment and decision making within established policies and legal parameters. As a member of a work team, participates in identifying work priorities with reference to College and department goals and strategic directions; schedules the work of a team with reference to deadlines and priorities; identifies team and College staff training needs and develops and provides training; participates collaboratively in function-specific and cross-functional teams to evaluate, problem solve and revise existing processes and procedures to improve customer service efficiency and effectiveness; participates in short and long-range planning; develops and evaluates team goals; serves as a team leader on a rotating basis with responsibilities for setting the teams meeting schedules and agenda, leading meetings and ensuring appropriate team decision follow-up actions.
Examples of Work:
Provides technical assistance to College staff in developing and implementing operational policies, practices and procedures; responds to inquiries and explains the application of legal requirements, labor contract provisions and College personnel policies; advises staff on strategies for enhancing the results from various personnel practices; develops and provides training for staff in various personnel practices and legal compliance issues; investigates specific questions and complaints related to personnel issues and legal compliance and assists staff in resolving specific personnel problems.
Manages specific human resources programs such as affirmative action, classification, compensation, payroll, leave of absence, College leaves, retirement, insurance or recruitment and selection including the collection, tabulation, analysis and reporting of data and the maintenance of records; consults with external service providers and/or regulatory agencies.
Monitors College employment practices to ensure adherence to College policies, labor contracts and goals and federal and state laws and regulations; creates, maintains and retrieves information from various personnel data bases and personnel transaction tracking systems; initiates the preparation of periodic reports and prepares custom reports in response to specific internal and external requests; performs data analysis as required to prepare reports.
Participates in the review of existing personnel policies, procedures and labor contract provisions and recommends changes as necessary to ensure efficiency of services and legal compliance; writes procedures to document and clarify policies, contract provisions and legal standards.
Serves on special department and College-wide committees, at times in a key committee facilitation role.
Knowledge, Skills and Abilities:
Knowledge of personnel management principles, practices and techniques associated with job classification, compensation, benefits administration, recruitment and selection, equal opportunity and affirmative action and personnel transactions and records management as required within the area of work assignment; knowledge of applicable laws, regulations and case law as required within the area of work assignment; knowledge of computer software applications, including statistical analysis as required within the area of work assignment; knowledge of workforce diversity training strategies as required by work assignment; knowledge of administrative practices and office management techniques; knowledge of work team processes, as required by the area of work assignment; knowledge of College personnel management policies and practices, or the aptitude to quickly acquire such knowledge; knowledge of English composition, spelling and grammar. Skill in the proficient use of computer software programs including database, spreadsheet and word processing applications, as required within the area of work assignment; skill in applying statistical analysis principles and practices; skill in developing and conducting training and outreach programs; skill in problem solving, advocacy, conflict resolution and negotiation strategies.
Ability to quickly build and maintain an effective working knowledge of the College's culture and apply personnel work practices within that culture in a manner that builds positive and collaborative working relationships with employees, students and compliance agency representatives and the general public; ability to comprehend, interpret and apply complex technical and legal information and to apply College policies and procedures to day-to-day operational issues and problems; ability to effectively use oral and written communications to communicate complex technical, legal and sensitive information to managers, employees, prospective employees and external service and regulatory agencies; ability to design and conduct personnel related research; ability to implement related performance auditing and results measurement systems within the Human Resources Office; ability to plan and organize meetings and training sessions; ability to develop budgets, prepare budget justifications and track expenditures; ability to plan multiple work assignments and set priorities; ability to work under pressure and meet deadlines; ability to be sensitive to various ethnic and gender differences, ability to work within a team environment and to carry out individual assignments with no direct supervision.
Supervision:
Works under the general direction of a manager who sets forth broad working policies and program objectives. Positions in this class are responsible for establishing their own work procedures and priorities within broad guidelines. Many assignments are self generated based on a knowledge of work processes and results that must be achieved. Work results are evaluated periodically by the manager to assess results obtained and for conformance to overall program goals and professional standards. Review of work in progress is generally in the form of collaborative consultation and resolution of problems rather than setting forth specific direction and procedures for employees to follow.
Positions in this class may assign tasks, trains, provides priorities, and monitors work results of student assistants and/or hourly employees.
Minimum Qualifications:
An associate degree in personnel management, public administration, business or a field closely related to the scope of assignment. Three years of progressively responsible professional experience, two years of which are within the area of specific assignment.
Equivalent combination of training and experience will be considered qualifying.
