Procedure:     Vehicle Regulations: Downtown Center

Lane Community College does not assume responsibility for any motor vehicle, or its contents, parked or operated on college property.  Responsibility for locating a legal parking space rests with the operator of the motor vehicle.  Lack of a readily available “convenient” parking space is not an excurse for violation of parking regulations.

MOTOR VEHICLE REGULATIONS 

The Lane Community College Board of Education has exercised its authority to adopt traffic and parking regulations under Oregon Revised Statutes 332.445 and ORS 341.300.  All current Oregon traffic laws apply on campus.  In addition, college specific regulations may be posted.  Public Safety officers have full authority as peace officers in enforcing traffic regulations on campus.  Persons operating motor vehicles on campus must meet Oregon State licensure and insurance requirements.

Downtown Center Parking Area/Permits

The following procedure will be followed in establishing any special parking uses.

1.    All requests for special parking arrangements or a change of an existing arrangement will be submitted to the Downtown Center Parking Committee (DTCParkingCommittee@lanecc.edu) and Director of the Downtown Center (DTC). The request must contain a description of the need and a justification for the special arrangement. Parking is limited.

2.    For day parking, the Downtown Center Parking Committee and Director of the DTC will review and take action on all requests in the normal course of their activities. For evening parking, Public Safety Officer Lisa Rupp (ruppl@lanecc.edu) and Director of the DTC will review and take action on all requests in the normal course of their activities.

3.    Following the direction of the Committee’s decision on any request, the DTC Public Safety Officer will make arrangements for the identification of restricted parking areas and/or the issuance of any permits, tags or other devices as they may see fit for the enforcement of the special use.

4.    Downtown Center parking arrangements will normally have a maximum of one year’s duration. The Downtown Center Parking Committee will review all parking arrangements on an annual basis.


The Downtown Center Parking Committee shall consist of one member from each of the following departments or positions:

Adult Basic Secondary Education
Continuing Education
English as a Second Language
Public Safety
Student Services/Counseling
Building Representative

Special Permits to Load/Unload

The DTC Parking Committee designee, or Public Safety, issues these permits to individuals who must load/unload specialized equipment being transported to and from the DTC and the community on a regular basis. Interim or one-time loading requests are granted without issuing a permit to the individual. The DTC Public Safety Officers must be notified so a citation is not issued. An individual may be parked for no longer than 15-20 minutes. The hazard lights must be initiated.
 
Staff Parking Decals

Staff vehicle parking decals are issued by Public Safety to all staff members as a means to provide better security service for parked vehicles. This enables Public Safety officers to identify vehicle owners and report to them in the event of damage or other incidents that may involve their vehicles. Staff stickers may be obtained through the DTC by contacting Public Safety Officer Rupp (ruppl@lanecc.edu).

Enforcement

Parking citations are placed on windshields.

Unpaid citations not cleared within ten days are sent to College Finance for billing. This billing may result in billing charges added to the amount of the fine. The college may refer the account to an outside collection agency for failure to pay and may report the status of the account to a credit-reporting agency. If the account is placed in the hands of a collection agency and/or attorney, collection, court and attorney costs will be added to the account. Grades, official transcripts and certificates will be held if an account is in a delinquent status.

Instructions for Clearing Citations

Instructions for clearing and appealing citations are printed on the back of the citation.  Citations received at the DTC may also be cleared and appealed at the Public Safety desk located at the DTC. 

Citations previously billed by the college may be paid by mail, or in person at Enrollment Services located in Building #1 on the 30th Ave Campus or at the DTC.
