COMPLETION OF CENTRAL PLANT UPGRADES DELAYED.
Completion of improvements to the heating water portion of the Central Plant Upgrade have been delayed approximately three weeks from the original December 24th date. The delay occurred because several critical components, which have long lead times, were not ordered early enough by the contractor. Substantial completion is now scheduled to occur on or about January 15. The delay should pose no interruptions to heating services on the main campus.

LCC TAKES ON RESPONSIBILIY OF GENERAL CONTRACTOR.
A significant money saving tactic during bond construction has been to use LCC as the general contractor on several remodels on the main campus. When LCC assumes the responsibility of the general contractor, a project manager, who coordinates and oversees the work, is appointed from the FM&P trades staff. LCC's carpenters, electricians, painters, and plumbers primarily carry out remodeling activities, with private sub-contractors providing various work as needed. While the trades remodeling schedules are not driven by a desire to avoid financial penalties associated with failing to meet substantial completion on contracted dates, as is the case with outside general contractors, the remodeling schedules are generally driven by the academic calendar. This means that relocating departments have specific dates by which they must be moved: either before classes begin, during breaks between terms, or during lulls in activities. These dates, in turn, dictate when LCC's trades must complete the remodels. For example, after a month's delay due to a hold-up on construction permits, the carpenters, electricians, plumbers, and painters completed the extensive second floor remodel in Building 4 in only four months and in time for the start of fall '01 classes. Had the remodel not been completed by the start of fall term, the Family & Health Careers programs utilizing those spaces would not have had any place to operate. In addition to completing the work on time, the quality of workmanship met and/or exceeded standard general contractor levels. The current work of our painters in the Performing Arts Addition supplies more evidence of professional efforts in bond activities: painters receive multiple compliments by DPR's staff as to the quality of their work and selection of materials. As to efficiency, the painters are already ahead of schedule on the Center 2nd floor, having finished painting a portion of established offices. As with the Health Tech remodel and Center 2nd floor, LCC trades will also undertake work on the Center 4th floor later this year. As evidenced by past and present involvement with bond construction, having LCC as the general contractor for several bond remodels is a smart move. Proper management and scheduling, expeditiously carrying out duties, professionalism, and the ability to meet deadlines insures that LCC's trades will save not only precious bond dollars but also produce quality remodeled areas on both the Center 2nd and 4th floors.
