Summary of current bond activity

  1. Community Learning Centers
    Thurston: Awaiting proposal from architects to design permanent exterior sign.

    Churchill: Sonitrol system to be installed. Greenhouse under construction.

    McKenzie: Bids to open December 3. Still expect to be open Fall Term 1999.

    Elmira: Architects discussing current schematic plans with Elmira staff and Fern Ridge School Board. Expect center to be open mid-term Fall 99.

    Junction City: The CLC Steering Committee is currently exploring scenarios and estimated costs for the center. It appears that because of some site development problems and problems associated with connecting to the current high school, the cost may be somewhat higher than the budget. The situation is being explored further.

  2. Florence Center Addition
    The new addition has been framed. Roofing to be applied in near future. Parking lot grading completed and gravel base being laid. Expected completion is still April 30, 1999.

  3. Main Campus Projects
    The architects have continued to work with the Project User Groups (PUGs) to bring schematic plans into conformance with the project budgets that have been established by the Board. The Welding Building, Child Care Center, Science Addition, Workforce Training, and Student Services buildings have been getting the most attention since those are the projects that are to be completed the soonest. The Welding Building should be out to bid in January, and the Child Care Center should be out to bid in February or March. The Campus Services Addition budget has been established and we are presently negotiating with the architect for the completion of the design and construction of the addition. Hopefully, this project will be out to bid in April or May. Please refer to the Project Schedule for the expected time lines on the other projects.

    It is now proposed that the new parking lot to the southwest of campus will be constructed during this next summer. This will offset the loss of parking spaces due to the Welding Building construction and will provide for the final development of the Childcare Center site.

  4. Wildish Building
    The elevator has been completed. The rest of the remodeling work is under construction. Facilities Management hopes to have the project done early next calendar year.

  5. Sewage Lagoon Upgrade
    The engineers are still completing various studies and flow modeling for our system. Included in the options we are investigating is the possibility of not having to irrigate our athletic fields with effluent during the summer. The engineers have already come up with some tentative ideas, but it will still take several months to complete their analysis and develop more exact solutions.

  6. General Comments
    The selection process for a project manager is nearing completion. The applicant pool was somewhat small, but we are hoping to have someone on board by the first of the year in time to get to work as we start construction on the main campus.

    We will be participating with the Oregon Department of Energy in a building commissioning process involving the Child Care Center. ODE is willing to underwrite the cost of this process so that they can evaluate the effectiveness of this activity. Hopefully, it will help in providing a better facility for us.

    We have also been having discussions with EWEB concerning potential energy saving steps we could take in our new facilities. They have committed themselves to the incremental costs of adding more energy efficient heating systems in both the Child Care Center and the Welding Building. They have also agreed to fund the cost of expanding our campus energy analysis to include the new construction projects. A proposal from the firm that did the original analysis is currently being solicited. Based upon the findings of this analysis, EWEB has agreed to explore funding possibilities for incorporating more energy efficient measures in our new facilities than we could afford with our existing budgets.



The Bond Management Team (BMT) will be available at 744-4154 during summer hours to answer any questions and give information. All communication received by the BMT during the summer months will be reviewed regularly by the team, the architects and the Facilities Management Committee.
