Archive of Bond 1995 - Bond Status Report - 7/12/2000
The following Bond 1995 Projects Status Report was presented to the Lane Community College Board of Education at its July 12, 2000 meeting.
Main Campus Projects:
Child Care Center:
Building #1 is in operation. Buildings #2,3 & 4 are scheduled for move-in during July and August. The Fire Marshall has ruled that buildings #2,3 & 4 cannot be occupied until the center strip of the fire lane has been made passable by fire trucks. The college will do this work. All Child Care programs should be operational by start of Fall Term.
Campus Service Addition:
After the Laundry started to operate it was discovered that the boiler was not able to produce enough steam and hot water to simultaneously operate the dryers and washers. The engineers had miscalculated and consequently will correct the problem. They will add sufficient hot water storage to enable the washers and dryers to operate at the same time. In the meantime, the laundry is getting its work done and keeping on schedule by using two crews.
Science/Math:
The latest iteration of the contractors' schedule shows completion of the existing building by September 20, 2000 and completion of the rest of the building by March 21, 2001. The remodel work is on schedule but the rest of the building is behind due largely to structural engineering problems. I have asked the contractor to prepare a plan to accelerate the work so that the new parts of the project will be finished by March 15, 2001. If this happens there will be only 9 days in which to move furniture, equipment and supplies into the new building and be ready for students in April.
There will be additional costs associated with the acceleration and these will be passed on to those who caused the delays.
Student Services:
Delays in receiving some structural elements have caused the contractor to have to do work out of schedule to keep the job going. Also a delay was caused by the inability of the brick manufacturer to produce the brick by the date the contractor needed them. Plans for the free-standing elevator are moving forward and should be ready for the contractor to price within the next few days.
Health Tech. Remodel:
The contract has been signed and the Pre-construction meeting was held yesterday. The asbestos abatement contractor has removed the asbestos in the construction area. Demolition of the lower floor on the north side of the existing building should commence soon.
Sewage Lagoon Upgrade
The college has submitted its draft plan for upgrading the system to DEQ for review and comment.
LTD Bus Station
Bids were opened June 23 and Hyland Construction Inc. submitted the lowest base bid of $569,410. Since this amount was over the budget of $560,000. A telephone conference call to the Board was required to award the contract. Everything possible is being done to expedite the start of work on the project so it can be ready for use at the start of Fall Term.
Workforce Training:
Plans and Specifications for this work are being reviewed now. Bids are scheduled to be opened on August ??, 2000. The architects and engineers are continuing to work on the building plans.
Contract Award for the Workforce Training Center Site Preparation package
BACKGROUND:
During the Bond Project Update Report at the June Board meeting it was stated that there would be a delay of about 4 months in the preparation of the Workforce Training Center plans due to an illness at the architect's office. As a result it was decided to break the project into two packages: one for Site Preparation and the other for the building itself. Site Preparation work is usually dirty and noisy and therefore best done when there is the least activity on campus. This is similar to what was done for the Math-Science project. There is no budget for the Site Preparation portion of the project. The big questions are, will rock be encountered and if so, how much? The answers to these questions will influence the overall Workforce Training budget. Bids for the Site Preparation work are scheduled to be opened on or about August 11, 2000.
RECOMMENDATION:
Authorize the president to award and execute the competitive bid contract from the lowest responsible bidder for the Workforce Training Center Site Preparation work.
