John E. (Jack) Carter was born in 1931 and was raised on a cattle and fruit farm in Riddle, Oregon. He began working at LCC in 1967, first as a counselor and then as director of student activities, 1967-1970. He was dean of student services, 1970-1988, and served as interim president of LCC from 1988 until his retirement in 1990.

Scope & Content Note

The collection contains the correspondence, subject files, and administrative records documenting the tenure of interim college president John (Jack) Carter, 1988-1990. Though the bulk of the records were created during Carter's presidency, some of the records are from the offices of Richard Turner, who preceded Carter as president, and Jerry Moskus, who followed him.

The collection is divided into three series.

  • Series A: Correspondence, 1978-1991
    • Correspondence and reports that were created and received by the President's Office.
  • Series B: Subject Files (including College Department and Committee Records), 1984-1990
    • Files that document the president's dealings with college academic and administrative departments, offices, and committees. The files are arranged alphabetically.
  • Series C: External Organization Records, 1984-1991
    • Correspondence and reports that relate to the president's interactions with organizations outside of the college including national community college organizations, local Eugene and Springfield organizations, Oregon community college organizations, and Oregon state educational agencies.
