Facilities Council Policies - Adopted on 5/24/05

Introduction

All of Lane Community College 's facilities are intended to support and serve the college's Vision, Mission , Core Values and Strategic Directions. Within the Strategic Direction, "Transforming the Learning Environment", the college seeks to "create, enhance, and maintain inviting and welcoming facilities that are safe, accessible, functional, well-equipped, aesthetically appealing and environmentally sound." The policies listed below connect the above intentions with everyday processes that result in the physical environment of the college.

The Facilities Council is charged with creating, reviewing and revising policies that govern the development, operation and maintenance of facilities and the impacts the college has on the planet.

This document identifies areas that properly fall under the heading of "Facilities". Policies are developed for some of the areas and other areas need policies.

Policies

  1. All new college facilities, remodels and additions shall be constructed in accordance with applicable building codes, regulations, sustainable principles, and safe practices.
  2. All college facilities shall be maintained, operated, and developed in a safe and healthy manner; and used for intended purposes.
  3. The College shall maintain and develop adequate and appropriate enclosed space to realize optimum learning environments.
  4. The College shall provide for adequate and appropriate development and maintenance of exterior space to realize accessible and aesthetic learning environments.
  5. The College shall ensure that interior and exterior spaces are used in the most effective and efficient manner possible.
  6. The College is committed to sustainable development that meets its present needs without compromising the ability of future generations to meet their own needs.

APPENDIX

1. Definitions:

  • Development of facilities : the act of planning for and implementing changes in the physical environment of the college to meet changing needs.
  • Facilities : the physical environment of the college including the structures, maintained landscapes, natural landscapes, equipment, materials, and supplies used in the operation of the college.
  • Impacts : the effects that the facilities have on the natural environment and human health.
  • Maintenance of facilities : performing procedures on equipment, buildings and grounds in order to support their continued operation for their desired purpose.
  • Operation of facilities : keeping buildings, equipment, vehicles, and exterior spaces in good working order to allow them to be utilized in the manner for which they were designed.
  • Sustainability : describes a value that humans should act in a way that fosters the health of the environment, society, and the economy. A sustainable facility would be one that could operate indefinitely without depleting the resources that are used to operate it. A sustainable facility does not emit any more pollution than it can naturally eliminate within its own boundaries. A sustainable facility, rather than having a neutral effect on the natural environment, could even be restorative of the natural environment.
  • Sustainable development : development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs.

2.  Impacts that LCC has on the planet:

  • Consumption of water, electricity, petroleum based fuels and lubricants, detergents and a wide variety of building materials.
  • The college discharges chemicals, gases and other elements into the atmosphere.
  • The college also discharges wastewater, storm-water, oils and chemicals into the natural drainage system and the earth.
  • The college produces various waste products among which are building materials, food waste, paper, plastic and metals.

3.  Elements included under the general heading of Facilities:

Surface and sub-surface elements

•  Planted and natural areas (shrubs, trees, grass, etc.)

•  Paved surfaces (roads, paths, parking lots, etc.)

•  Activity fields (athletic and recreational)

•  Pre-school play yards

•  Utility tunnels, electric vaults, buried piping and communication lines

•  Services and storage yards

Above grade structures

•  Buildings (permanent and temporary), raised terraces and walks and specialty structures (engine test cells)

•  Fences, sheds, light poles, cell tower, communication tower, tanks and roofs between buildings

Utilities

•  Electrical - power, lighting and communication

•  Water supply

•  Wastewater treatment and storm-water systems

•  Natural gas lines

Furniture, equipment, vehicles and supplies

•  Instructional, office, conference rooms, lounges, break rooms, special laboratories

•  Specialized equipment - Food service, vending machines, laundry, printing, elevators, public safety, Specialized Employment Services, recycling and Health Clinic.

•  Motor pool and campus service vehicles

•  Bookstore,

•  Food - raw and prepared

•  Custodial - various paper products, cleaning and disinfecting agents

•  Various types of paper and cardboard
