Facilities Council Policies & Construction Guidelines:

Introduction

All of Lane Community College’s facilities are intended to support and serve the college’s Vision, Mission, Core Values and Strategic Directions. Within the Strategic Direction, “Transforming the Learning Environment”, the college seeks to “create, enhance, and maintain inviting and welcoming facilities that are safe, accessible, functional, well-equipped, aesthetically appealing and environmentally sound.” The policies listed below connect the above intentions with everyday processes that result in the physical environment of the college.

The Facilities Council is charged with creating, reviewing and revising policies that govern the development, operation and maintenance of facilities and the impacts the college has on the planet.
Policies are developed for some of the areas and other areas need policies.

Policies & Construction Priorities :

  1. All new college facilities, remodels and additions shall be constructed in accordance with applicable building codes, regulations, sustainable principles , and safe practices.
    * Projects that will rectify those facilities conditions that pose a safety or health hazard to occupants of the facilities. Additional criteria to be considered:
    a. Those projects required to correct or forestall emergencies.
    b. Those projects required to meet building codes or other
    regulatory requirements.
    c. Those projects improving access for all users.
    d. Those projects mandated to accommodate new requirements.
  2. All college facilities shall be maintained, operated, and developed in a safe and healthy manner; and used for intended purposes.
    * Projects that are designed to alleviate serious operational problems caused by the inadequacy of the facilities. Additional criteria to be considered:
    a. Those projects required to meet building codes or other regulatory requirements.
    b. Those projects improving access for all users.
    c. Those projects mandated to accommodate new requirements.

    * Projects necessary to preserve the condition of existing facilities.
    a. Those projects required to meet building codes or other regulatory requirements.
    b. Those projects improving access for all users.
    c. Those projects started and yet to be completed.
  3. The College shall provide, develop and maintain functional enclosed and exterior spaces to realize optimum, accessible and aesthetic learning environments.
    * Projects that are designed to improve the efficiency or effectiveness of the occupying program or unit.
    * Projects designed to upgrade the quality of the appearance of the current facility.
    a. Those projects necessary for expansion of program.
    b. Those projects required to meet building codes or other regulatory requirements.
    c. Those projects improving access for all users.
    d. Those projects needed to accommodate instructional technology or equipment essential for current learning demands.
    e. Those projects started and yet to be completed.
    f. Those projects improving access for all users.
    g. Those projects adding an artistic component and/or increase
    voluntary use of the space.
  4. The College shall ensure that interior and exterior spaces are used in the most effective and efficient manner possible.
    * Projects that will improve the convenience or usefulness of facilities but do not significantly affect the activities being conducted in the spaces.
    a. Those projects necessary for expansion of program.
    b. Those projects required to meet building codes or other regulatory requirements.
    c. Those projects improving access for all users.
    d. Those projects started and yet to be completed.
  5. The College is committed to sustainable development that meets its present needs without compromising the ability of future generations to meet their own needs.
    * Projects that improve the sustainability of the college; i.e. reduce use of energy, reduce waste, use natural resources, etc. Additional criteria to be considered:
    a. Those projects required to meet building codes or other regulatory requirements.
    b. Those projects started and yet to be completed.

Within each of the above levels, projects will be prioritized by such factors as: immediacy of need, magnitude of need, population affected, cost, availability of funds or other pertinent criteria.
